How Long Does a Halifax Development Project Take? A Phase-by-Phase Timeline

"How long will this take?" is usually the second question a landowner asks, right after "what can I build here?" It is also the question with the least honest answers floating around. A generic timeline calculator that asks for "project type, size, and location" and spits out a number is comfortable, but it hides the parts of a Halifax development that actually move the date: which approval path your parcel falls into, how complete your application is, and whether your project competes for trades in a market running near full capacity.

This article lays out the phases of a typical residential development in the Halifax Regional Municipality (HRM), what governs each one, and why the honest answer to "how long" is a range that depends on the path, not a single figure.

All date-sensitive facts below are stated as of 2026-06-23.

Why a single timeline number is misleading

Every parcel sits inside a specific regulatory frame, and that frame decides the longest pole in the tent — the approval path.

The fastest projects are as-of-right: they comply with every requirement of the applicable Land Use By-law and can proceed via a development permit without discretionary approval. A variance is a minor relaxation of specific by-law standards (for example, a setback or lot-coverage figure) granted by the development officer under the Halifax Regional Municipality Charter. Larger departures from the by-law require a development agreement or a rezoning, which goes before Regional Council and adds public-hearing time [1].

That single fork — by-permit versus by-agreement — can be the difference between a project that breaks ground this year and one that does not. The first step in any honest timeline, then, is not "how big" but "does the plan fit what the by-law already allows?"

This is also why recent zoning reform matters so much to the schedule. HRM's Housing Accelerator Fund (HAF) amendments, which took effect June 13, 2024, permit a minimum of four dwelling units as-of-right on every centrally serviced (central water and wastewater) residential lot [2]. In the Regional Centre, the post-HAF Established Residential 3 (ER-3) zone permits up to eight dwelling units per lot, lot-size dependent, including four-unit dwellings, low-rise multi-unit buildings of five to eight units, and townhouses [3]. Where a project fits within those as-of-right envelopes, the slowest, least predictable phase — discretionary Council approval — drops out of the schedule entirely.

Phase 1 — Feasibility and design (the part that prevents delays later)

Before any application is filed, the parcel has to be solved. This phase answers what the by-law permits, how many units the lot area and frontage actually support, and what built form fits — and it is where most schedule problems are either created or avoided.

Concrete inputs govern the yield. In ER-3, the minimum lot area for one-to-four-unit dwellings is 325 square metres, with townhouse units requiring less area per unit, and the unit count scales with lot size up to the eight-unit maximum [4]. Built-form controls (lot coverage and frontage) and per-unit bedroom maximums apply on top of that [3]. Getting these right on paper is what makes the next phase — the permit review — fast, because the most common cause of a slow review is an incomplete or non-compliant application.

There is a building-classification fork here too that affects design effort and review complexity. Under the National Building Code as adopted in Nova Scotia, a building qualifies for the simpler Part 9 ("Housing and Small Buildings") path only if it is three storeys or fewer and has a building area of not more than 600 m² (about 6,460 sq ft) and is not an excluded occupancy. Exceeding either size threshold pushes it into the more involved Part 3 path [5]. A four-plex on a modest lot and a small apartment building are not the same animal at the drafting table, and that shows up in the calendar.

There is no fixed, province-wide statutory clock on feasibility and design — its length is a function of parcel complexity and decision-making, not regulation.

Phase 2 — Permits and approvals

This is the phase people most want a number for, and the most important honest point is this: Nova Scotia building permit review timelines are not fixed by a province-wide statutory deadline. Typical HRM residential reviews are commonly described as roughly four to eight weeks, and multi-unit developments as several months — but these are practitioner estimates, not legislated maximums, and they depend heavily on application completeness [6].

A few structural facts shape this phase:

• The Building Code is provincial; permits are municipal. The Nova Scotia Building Code Act and Building Code Regulations are provincial law, but building permits, inspections, and occupancy permits are administered and enforced at the municipal level — in HRM, by Planning & Development. Fees and processing therefore vary by municipality [7].
• Fees are predictable; timing is not. HRM charges building permit fees for new construction or additions to residential buildings of four units or fewer per square metre of floor area — $4.04/m² for floors at or above the average finished grade, with lower rates below grade — subject to a $31.25 minimum, effective April 1, 2024 [8]. The cost of the permit is knowable up front; the calendar around it is the variable.
• Demolition is its own permit. If an existing building has to come down first, a separate demolition permit is required in HRM, at a fee of $62.50, with possible engineering-related fees [9]. That is an extra step to sequence, not a side note.

If the project needs a development agreement or rezoning rather than a development permit, add the Council and public-hearing process to this phase [1]. That is the single largest swing factor in any HRM development timeline.

Phase 3 — Construction

Once permits are in hand, the build proceeds. Two current realities shape how this phase actually lands on the calendar in 2026.

First, the applicable code edition is changing on a published schedule, and that affects what gets built. Nova Scotia adopted the 2020 national codes in force April 1, 2025, and is phasing them in by tier: building code Tier 2 took effect April 1, 2026, with further energy-code tiers following in 2027 and 2029 [10]. For housing and small buildings, Section 9.36 energy requirements reached at least Tier 2 (climatic Zone 6) as of April 1, 2026 [11]. Designing to the tier in force at permit time is part of keeping a project on schedule rather than reworking it mid-stream.

Second — and this is the real-world pressure on Halifax build timelines right now — trades capacity is tight. CMHC's Spring 2026 Housing Supply Report warns that skilled-labour shortages threaten Halifax's housing-supply momentum, with many builders operating near full capacity, and points to more project delays and postponements as a result [12]. That is the backdrop behind the building activity: more than 13,000 housing units were reported under construction in the Halifax area as of October 2025 [13], and Nova Scotia recorded 8,732 housing starts in 2025, up 31% over 2024, with the Halifax CMA at 7,000 starts [14]. A lot is being built, which means the trades who build it are in demand. A credible construction schedule today accounts for that competition for labour, not just an idealized critical path.

Phase 4 — Inspections, occupancy, and close-out

A building is not finished when construction stops; it is finished when it can legally be occupied. Under the Nova Scotia Building Code Act, owners and occupiers of buildings other than single dwellings, sheds, and pools must obtain an occupancy permit before the building can be occupied. In HRM, an occupancy permit requires a valid building permit and a passed final inspection, and will not be issued while items such as a final lot-grading certificate remain outstanding [15].

Sequencing the final inspection, any outstanding site work, and the occupancy permit is its own short phase — and one that catches projects that treat "construction complete" as the finish line. For multi-unit buildings, accessibility requirements also apply: under the National Building Code as adopted in Nova Scotia, at least one entrance must be barrier-free, with a barrier-free path of travel required on the entrance level, in any storey exceeding 600 m², and in any storey served by a passenger elevator [16]. Nova Scotia's Built Environment Accessibility Standard adds further design requirements for construction beginning on or after April 1, 2026, though private residences with three or fewer dwelling units are excluded [17]. These are design-stage decisions with close-out consequences.

Putting the phases together

The honest "estimator" for a Halifax development is not a slider; it is a series of questions, each of which moves the date:

1. Does the plan fit what the by-law already allows? As-of-right development avoids the Council/public-hearing path; a development agreement or rezoning adds the most time [1].
2. Is the application complete and code-compliant? Permit review has no statutory deadline and turns on completeness — multi-unit reviews run several months in practice [6].
3. Which code path and tier apply? Part 9 versus Part 3, and the tier in force at permit time, shape design effort and reduce the risk of mid-project rework [5][10].
4. Can the build compete for trades? In a market near full capacity, procurement and builder capacity are timeline inputs, not givens [12].
5. Is occupancy properly sequenced? Final inspection, site work, and the occupancy permit are a real phase, not a formality [15].

A generic tool can guess at a number. Solving the actual parcel — its zone, its lot area, its approval path, and the market it has to be built in — is what produces a timeline you can plan around. That is the work Helio does before a shovel is anywhere near the ground.
